Kobakhidze speaks to Marco Rubio, marking highest-level Georgia–US talks in years

Irakli Kobakhidze engaged in a phone conversation with US Secretary of State Marco Rubio on Monday, representing the most significant Georgia-US dialogue in several years according to OC Media. This marked the first time a senior member of Donald Trump’s administration, Marco Rubio, held an official meeting with the Georgian Dream party since the beginning of Trump’s second term. Relations between Georgia and the United States have significantly worsened due to restrictive legislation adopted by Georgian authorities, the contested 2024 parliamentary elections, and instances of police violence against demonstrators.

Washington responded with sanctions targeting Georgian officials, including Bidzina Ivanishvili, the founder and honorary chair of the ruling party. Following Tbilisi’s decision to pause its bid for EU membership in November 2024, the US also suspended its strategic partnership with Georgia. The discussion between Kobakhidze and Rubio signaled a potential thaw in the existing freeze.

Despite earlier expectations from Georgian Dream, and subsequent disappointment regarding a substantial shift from Washington, the party continues to express a desire for a partnership reset. Neither the Georgian nor US statements provided extensive details about the conversation, though Kobakhidze described the discussion as “productive,” emphasizing the importance of restoring the partnership and Georgia’s role in the South Caucasus. Initially, a Georgian readout referenced “empathised” about a reset, but this was later removed.

The US statement simply noted that Rubio and Kobakhidze discussed mutual interests, including security in the Caucasus and Black Sea region. Further questions arose following the release of US federal documents revealing the continuation of Russia-related sanctions, including those against Ivanishvili. The US is also imposing hefty visa bonds on Georgian citizens applying for visas.
