Two Individuals Detained in Georgia Following ISIL Investigation
Georgia, April 21, 2026 – Georgia’s State Security Service (SSG) has announced the detention of two individuals in Batumi suspected of links to the Islamic State (ISIL). The operation, conducted across multiple regions including the Gardabani municipality and the Adjara region, followed prior intelligence gathered by the Counter-Terrorism Centre. One of those detained is a foreign national, while the other is a Georgian citizen.
Investigators determined the suspects arrived in Georgia independently, utilizing rented accommodations and remaining under court-authorized surveillance. Evidence revealed they were members of ISIL, having formally pledged allegiance – a “bayat” – to the group’s leadership via recorded video. According to the SSG, the individuals were prepared to receive further instructions from ISIL.
The investigation also uncovered plans for the suspects to travel to another country to join the militant group. As part of the operation, law enforcement seized electronic devices, mobile phones, SIM cards, and materials bearing ISIL symbols. The investigation is being carried out under Article 328 of Georgia’s Criminal Code, concerning the joining of a terrorist organization of a foreign state and assisting terrorist activities, a crime punishable by imprisonment between 10 and 17 years.
