Abkhazia, 03.04.2026: The absence of opposition within Abkhazia’s new Public Chamber raises significant questions. Sukhum – A newly formed composition of the Abkhazia Public Chamber lacks any opposition representatives, as candidates from opposing groups failed to secure selection. The established process designates one-third of the chamber’s members for appointment by the president, another third through delegation from local authorities – city and district assemblies.
The remaining third is chosen by the appointed members themselves via a ranking vote, selecting candidates proposed by civil society organizations. As reported by the opposition media outlet Respublika, over 90% of the “new” chamber comprises previously existing members, effectively allowing them to re-elect themselves. Respublika attributes the lack of opposition representation to both the chamber’s members and the executive authorities, including the president.
Abkhaz opposition figure, Kan Kvarchia, faces criminal charges related to the involvement of Russian political consultants operating illegally in Abkhazia. Respublika argues that if a substantial portion of society is excluded from such institutions, their purpose becomes questionable. “Political crises arise from decisions like this – when the Public Chamber transforms into a closed group where members vote for one another,” it states.
The outlet predicts that should tensions between authorities and the opposition escalate again, as occurred in November 2024, leading to the previous president’s early resignation, no chamber member would be capable of mediating the conflict. “You create the conditions for crises and then seek peace with innocent faces,” Respublika concludes. Abkhazia has protested a contentious investment agreement with Russia, demanding the president’s resignation.
