Court in Makhachkala seizes $15 million in assets from former Daghestani official

A Daghestani court in Makhachkala has ordered the seizure of over $15 million in assets from former Daghestani Parliamentary Speaker Magomed-Sultan Magomedov following a corruption investigation. The Sovetsky District Court upheld an anti-corruption claim filed by the Prosecutor General’s Office of Russia on April 1st. The court’s decision involved the confiscation of a substantial portfolio including 13 land plots spanning approximately two hectares, 11 buildings covering 4,500 square metres, six non-residential premises, and 27 flats.

These properties were located in Makhachkala, Pyatigorsk, and Moscow. Additionally, the court seized 17 vehicles, encompassing premium-class cars. The Prosecutor General’s Office asserts that these assets were acquired through illegally obtained funds derived from enterprises previously confiscated from Magomedov.

Specifically, the case centers on the transfer of Dagnefteprodukt (Daghestan Oil Product), a key operator for oil shipments through the Makhachkala seaport, out of federal ownership. This involved a complex network of companies – Kaspetrolservice, Nefteproduktsnab, Daghestani New Technologies, and MSB Holding – initially capitalized at over ₽95 billion ($1.2 billion). Investigations revealed that income from these companies was used to purchase real estate and vehicles, often registered in the names of relatives and associates, indicating an attempt to conceal their origin.

The court agreed with the prosecutor’s arguments, ordering the transfer of the assets to the state and immediately enforcing the ruling to prevent any further benefit. Magomedov, who held various public offices in Daghestani for over two decades, including roles as an MP and State Secretary, faced further scrutiny with FSB searches conducted on June 25th and his subsequent dismissal by Daghestani Head Sergei Melikov on July 1st. Parallel investigations also targeted his son, Magomed Magomedov, resulting in the revocation of his parliamentary mandate.

The court proceedings highlight a significant anti-corruption operation within the North Caucasus region.
