Author of ‘Moscow Mechanism’ report: political prisoners in Georgia should be released

Georgia’s human rights situation remains a critical concern following the activation of the OSCE’s “Moscow Mechanism,” according to Patrycja Grzebyk, author of the report. Speaking to Formula TV in Tbilisi, Grzebyk urged the Georgian Dream party to immediately release political prisoners and repeal repressive laws. The “Moscow Mechanism,” triggered with support from 24 OSCE states, addresses issues of arbitrary detention, torture, restrictions on expression, and judicial independence within georgia.

Grzebyk’s report identifies a systematic pattern of violence against protesters, journalists, and opposition figures, supported by documented evidence including witness testimonies and analyses of legal changes. She highlighted the expansion of “foreign agents” legislation and coordinated criminal prosecutions as key factors contributing to a severe human rights crisis. The report emphasizes legislative restrictions on freedom of assembly, expression, and association, alongside infringements on privacy rights.

Systemic shortcomings in judicial proceedings, denying fair trials to both protesters and opposition leaders, were also noted. Attacks on journalists, often targeting their professional work, represent a direct pressure on media freedom. Grzebyk explored potential international legal responses, including the possible role of the International Criminal Court, suggesting violations could constitute crimes against humanity.

The OSCE’s call for the repeal or fundamental revision of non-compliant laws underscores the urgency of the situation. Concerns remain regarding the georgia government’s response, with critics alleging politically motivated attempts to discredit the “Moscow Mechanism.” US senators and congressmen have urged Washington to tighten sanctions on the Georgian Dream party. Alexander Maisuradze, Georgia’s OSCE representative, dismissed the report as containing factual inaccuracies and biased interpretations.
