Abkhazian Parliament Rejects Efforts to Strip Immunity from MP Kvarchiya

Sukhumi, Abkhazia – The Abkhazian Parliament has voted against stripping opposition MP Kan Kvarchiya of his immunity, ending a months-long legal battle. The decision, made on November 16th, prevents Kvarchiya from being prosecuted in connection with a dispute involving Russian political strategists operating within Abkhazia. The push to remove Kvarchiya’s immunity stemmed from an incident on November 5th, where he and fellow opposition members confronted Russian citizens Ivan Reva, Pavel Timofeev, and Dmitry Budykin, who were reportedly working as political consultants ahead of the 2025 local elections.

The confrontation led to the expulsion of the Russians from Abkhazia and subsequent criminal charges against Kvarchiya and other opposition figures, including accusations of grand larceny involving over ₽1.9 million ($25,000). During the parliamentary debate, concerns were raised regarding the prosecution’s evidence, with many MPs questioning the reliance on second and third-hand testimonies. Questions were also directed at the lack of direct communication with the alleged victims and the circumstances surrounding the issuance of documents to the Russian strategists.

Kvarchiya vehemently criticized the Prosecutor’s Office, accusing them of ignoring prior warnings about foreign interference and failing to investigate the situation adequately. He argued that the accusations against him were based on flawed information and a lack of due diligence. Ultimately, 23 of the 27 MPs voted against stripping Kvarchiya’s immunity, with four abstaining.

The Sukhumi City Court subsequently placed seven Abkhazians, including Kvarchiya, under house arrest in absentia. The case highlights ongoing tensions between Abkhazia and Russia, as well as concerns about foreign influence in the region. The debate surrounding MP Kvarchiya’s immunity underscored the complexities of the situation within the Abkhazian political landscape and the role of the Parliament.
