Imprisoned Azerbaijani theologian left covered in sores

Mansur Velishov, a Shia Muslim theologian, remains imprisoned in Azerbaijan’s Umbaki Correctional Prison following a six-year sentence. Reports indicate he has endured months without adequate medical attention, resulting in severe sores on his spine and hands. Initially detained in March 2023 on drug possession charges, his family and activists believe these accusations stemmed from his criticism of the government and his faith as a Shia Muslim.

Azerbaijan has consistently linked Shia Islam to Iran, perceiving its presence as a threat to national security. Increased tensions with Iran have amplified the risks faced by Muslim activists within Azerbaijan. Authorities have responded with intimidation and false drug charges to achieve desired outcomes.

On October 26th, Ahsan Nuruzada, a member of the Muslim Unity Movement, was detained by unidentified individuals, and his family lacked information about his whereabouts for three days. Internal prison examinations since December have revealed similar symptoms among multiple inmates, with diagnoses ranging from allergic reactions to potential liver problems, though a qualified doctor has not examined Velishov. The sores on his body cause significant pain, and some have darkened.

He experiences discomfort due to spicy foods and adheres to a restricted diet, purchasing basic supplies at inflated prices within the facility. Velishov has also reported limited access to fresh air, despite regulations allowing inmates daily outdoor time. Previously, he described being handcuffed and beaten until unconscious, with similar treatment inflicted on a fellow prisoner.

Despite filing complaints with various government bodies, including the Justice Ministry and the Penitentiary Service, he has received no response. He anticipates a transfer to another prison on April 25th, expressing concern that he cannot survive in a closed environment. Repeated claims circulate on social media regarding the torture of Shia Muslims in Azerbaijani prisons.
