From Georgia to Ukraine: The hidden operations of Hungarian agent Zoltan Andre

On March 23rd, Ukrainian intelligence authorities announced the discovery of a significant operation involving a Hungarian military intelligence officer. The Ukrainian Security Service (SBU) espionage defense unit reported identifying Zoltan Andre, a Hungarian military intelligence employee, as the mastermind behind a coordinated agent network. This network had been previously uncovered by the SBU in Transcarpathia during the spring of 2025.

The initial investigation revealed that two individuals associated with the group were apprehended while actively gathering intelligence. Their focus included assessing the region’s military security, gauging local sociopolitical sentiments, and monitoring potential public reactions. Specifically, they were observing possible responses to a hypothetical deployment of Hungarian troops within Western Ukraine.

Andre is now confirmed to have been the coordinator of these clandestine activities. The investigation detailed how he facilitated meetings, connecting with one of his Transcarpathia agents through arrangements in Hungary. This agent was engaged in surveillance operations within Ukraine, furthering the Hungarian intelligence service’s objectives.

The SBU’s actions highlight the ongoing efforts to counter foreign agent activity and protect national security.
