Council of Europe Commissioner Expresses Concerns Over Accountability in Georgia Protests

Tbilisi, Georgia – Council of Europe Commissioner for Human Rights, Michael O’Flaherty, concluded a visit to Georgia on April 21, 2026, outlining his concerns regarding accountability for the dispersal of protests that occurred in Georgia during 2024 and early 2025. O’Flaherty stated that no law enforcement officers have been held accountable for the forceful actions taken against demonstrators. The Commissioner reiterated calls for an independent and thorough investigation into the use of water cannons containing chemical agents, emphasizing the need to assess proportionality and safety standards.

While noting a positive assessment of a new initiative requiring visible identification numbers for law enforcement officers, O’Flaherty stressed that this measure alone does not address existing concerns about potential violations. Further highlighting issues, Freedom House recently added Georgia to a list of countries utilizing transnational repression tactics. Legislative changes, according to the Council of Europe Commissioner, have collectively restricted freedom of expression, peaceful assembly, and freedom of association.

Concerns were also raised regarding “foreign influence” laws and subsequent administrative and criminal cases targeting civil society organizations and media outlets. O’Flaherty met with government representatives, including Interior Minister Geka Geladze, and State Minister Tea Akhvlediani, discussing these issues and plans for further assessments.
