24 OSCE member states call on Georgia to implement ‘Moscow Mechanism’ recommendations

Georgia faces increasing international scrutiny following a joint call from 24 OSCE member states. On March 13, 2026, these states urged the Georgian government to fully implement recommendations stemming from the ‘Moscow Mechanism.’ The core concern, highlighted by the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), is a significant decline in Georgia’s democratic progress. The ODIHR’s detailed report, spanning from early 2024 to the present, meticulously outlines troubling developments.

These include deteriorating human rights conditions, the persecution of protesters and opposition figures, and the repression of dissent. The report also details the existence of political prisoners and the implementation of restrictive legislation concerning foreign influence, media, and political participation. The ‘Moscow Mechanism,’ activated only 16 times throughout the OSCE’s history, was deployed due to suspicions of a serious deterioration in human rights.

Previous applications focused on Turkmenistan, Belarus, and Chechnya. The Georgian government has criticized the report, asserting inaccuracies and biased interpretations. The coalition of states demands specific actions, including ensuring law enforcement adheres to international standards, conducting impartial investigations into allegations of abuse, and repealing incompatible legislation.

Furthermore, they call for the cessation of arbitrary detentions and prosecutions of political opponents, alongside respect for political pluralism and judicial independence. These states emphasize the need for Georgia to engage constructively, treat the findings as a basis for reform, and collaborate with ODIHR and the Venice Commission. The OSCE’s involvement aims to support participating states in upholding human rights commitments, and the invoking states stand ready to offer continued support through dialogue and serious consideration of the report’s recommendations.
