Dagestan Official Detained in Rapid Test Embezzlement Case

Kirill Glazov, brother of Daghestan’s Health Minister Yaroslav Glazov, has been detained on suspicion of large-scale fraud related to the embezzlement of funds allocated for COVID-19 rapid tests. The investigation, spanning from November 2021 to March 2022, alleges that Glazov, formerly first deputy chair of the health committee, participated in a scheme involving inflated contracts for test supplies. Investigators believe Glazov, alongside former advisor Sergei Melikov and other unidentified individuals, facilitated the conclusion of contracts at inflated prices, despite more affordable commercial offers being available.

This resulted in approximately ₽137 million ($1.8 million) in damages to the regional budget. In February 2026, the Daghestani Parliament prematurely terminated Glazov’s MP status following a request from the Prosecutor’s Office, citing violations of anti-corruption legislation. Concerns included discrepancies in asset declarations, specifically the purchase of a Toyota Land Cruiser 200 and a BMW X7, with reported expenditures significantly exceeding documented income.

Furthermore, evidence emerged of potential conflicts of interest, including Glazov’s vote in favor of appointing a candidate linked to individuals involved in companies where he previously held a managerial position. The investigation also revealed a failure to report attempts to induce corruption and concerns about Glazov’s largely formal employment duties. The detention follows Glazov’s previous role as an assistant to Daghestan’s Head Sergei Melikov, and the subsequent appointments within the Glazov family, including his brother as Health Minister and his sister in a Moscow-based diplomatic role.

The case is ongoing, with the Prosecutor’s Office continuing to investigate potential corruption offenses.
