SOCAR President highlights challenges in capital allocation, prioritizes oil and gas and notes underinvestment in green hydrogen

Rovshan Najaf, the president of Azerbaijan’s state oil company socar, recently asserted the need for a holistic strategy encompassing all energy sources during a World Economic Forum panel discussion on January 22nd, 2026. His central argument focused on how businesses can unlock available capital. Najaf stressed the importance of differentiating technologies within the framework of decarbonization efforts.

He clarified that initiatives like the Inflation Reduction Act predominantly benefit wind, solar, batteries, and electric vehicles. However, these measures don’t adequately address green hydrogen and green ammonia. Currently, a significant portion of investment is directed towards renewable energy sectors.

Najaf highlighted a critical imbalance, noting that technologies such as carbon capture, green hydrogen production, and broader emissions reduction strategies remain comparatively underfunded. This disparity presents a challenge for the energy transition. The socar president’s comments underscored the need for a more diversified approach to investment, recognizing the varying effectiveness of different technologies in achieving decarbonization goals and freeing up capital.
