Armenia’s opposition reportedly planning to bus in voters from Russia for parliamentary election

Armenia faces concerns ahead of upcoming parliamentary elections scheduled for June 7th, as an unnamed political opposition group is reportedly planning to transport voters from Russia. An independent election observation group, Independent Observer, has warned of this activity, citing the booking of numerous buses and minibuses primarily for the period ending May 31st through June 1st. Daniel Ioannisyan, a member of the observation group, stated that representatives of one political force are aiming to welcome and transport voters from abroad, mainly from Russia.

He emphasized that if these actions proceed as indicated, they could violate criminal code provisions and require legal intervention. Ioannisyan clarified that providing transportation services to voters is generally prohibited, but specific actions, such as purchasing tickets from another country, constitute a legal violation. Armenia’s Foreign Intelligence Service (FIS) has also detected signs of potential foreign interference, specifically pressure on Armenians living abroad to support certain political parties.

The FIS has investigated alleged coercion against Armenian businesspeople, with Independent Observer filing a criminal report regarding forced contributions to political parties, naming Russia as the involved country. Samvel Karapetyan’s Strong Armenia party, considered the main opposition, is challenging Prime Minister Nikol Pashinyan, who currently holds 20% of public trust according to a recent survey. Karapetyan, currently under house arrest following statements supporting the Armenian Apostolic Church, has declared his candidacy.

Other significant candidates include Robert Kocharyan’s Armenia Alliance and Gagik Tsarukyan’s Prosperous Armenia party. The ruling Civil Contract party anticipates the opposition will seek power through a post-election coalition. The armenia opposition reportedly intends to utilize this strategy.
