Georgia’s State Security Service Highlights Persistent Threats in 2025 Report

Tbilisi, Georgia – The State Security Service of Georgia presented its 2025 report to parliament, detailing ongoing national security challenges primarily centered around Russia’s occupation, disinformation campaigns, and external influence. The report identifies Russia’s continued occupation of Abkhazia and the Tskhinvali region – recognized as South Ossetia – as Georgia’s primary threat. Key findings indicate that the ongoing occupation serves as a tool of pressure, potentially leading to annexation, and is accompanied by discrimination against ethnic Georgians within these territories.

The report documented numerous instances of “borderization,” including the installation of fences and barbed wire, alongside the detention of Georgian citizens – 34 in the Tskhinvali region and 40 in Abkhazia – with 15 remaining in custody. These detentions are described as a mechanism of pressure on Georgian authorities. Furthermore, the report highlights the impact of information campaigns originating from Western countries, which the SSSG views as potentially employing “double standards” and contributing to declining trust in state institutions.

The report also notes the targeting of young people and minority populations with narratives designed to exacerbate social tensions. The State Security Service identified organized disinformation campaigns, both domestically and internationally, aimed at polarizing Georgian society and damaging its image. The report details efforts to incite conflict and nationalist sentiment, potentially influenced by actors linked to senior officials and intelligence services abroad.

The report emphasizes the growing role of artificial intelligence in disinformation campaigns, posing a significant challenge to Georgia’s security. The SSSG is actively developing countermeasures and studying international best practices to address these evolving threats. Georgia continues to face these challenges as a frontline state in the global struggle against authoritarianism, according to Congressman Joe Wilson.
