Daghestani National Policy Minister ‘disappears’ amidst reports of an assassination attempt

The disappearance of a Daghestani minister has sparked serious concerns following reports of a potential assassination attempt. Temirlan Abutalimov, the Daghestani National Policy and Religious Affairs Minister, has been absent from public view since early March, after returning from a trip to Moscow. He last posted on his Telegram channel on March 3rd, announcing his return to Makhachkala.

Abutalimov has missed several key events, including a council meeting, a meeting with Russian soldier mothers, and a civil society conference. The ministry’s Telegram channel indicated that his deputy, Rafik Khanzarov, was acting in his role. However, the official website continued to list Abutalimov as the national policy minister.

Initial reports surfaced from Djamaat Daghestan, a Telegram channel linked to ISIS, detailing an ambulance and helicopter near a building cluster. Subsequently, NIYSO claimed an explosive device detonated in a rubbish bin near Karaman, causing injuries. The group alleged Abutalimov was receiving “intimate services” from a woman.

Footage purportedly released by those involved shows a man resembling Abutalimov leaving his vehicle near similar buildings. The 28-year-old, appointed in September 2025 by Sergei Melikov, previously worked as a police investigator and served as a volunteer in the Ukraine conflict. He holds a law degree from Daghestan State University and was awarded the title Hero of Russia in December 2023.

Furthermore, Ukrainian Military Intelligence Agency (HUR) has implicated Abutalimov in the execution of Ukrainian POWs near Robotyne, based on intercepted communications and drone footage. Allegations also exist regarding his involvement in the deaths of additional Ukrainian prisoners of war at the end of May 2024. The situation highlights ongoing conflict and security concerns within the daghestani region.
